An Intel/DVI IMA ADPCM codec library

This is a library containing functions to convert between 16 bit linear PCM audio and 4 bit ADPCM. It uses the Intel/DVI ADPCM encoding which is recommended by the IMA Digital Audio Technical Working Group.
